I think this would be great. Sometimes we have a lot of scams then other times there aren't scams for months. It would be good to have a centralized thread to keep up with the information.
Also username changes etc could be added if you see the same user is scamming on other websites/forums.

should be common sense, however most users do not take the necessary precautions., solution for this problem is forcing users into reading the rules ( at the registration process),
and to make the actual sells section only available to VIPS (paying for the privilege of selling their products), that i think will help the community minimize the risks of scams and similar incidents,

we're talking about scams right?,
all i'm trying to say is warning users about sites or individuals whom suspected to be scamming isn't practical approach,
