How about when people debate they take it to private messages, or there is some sort of debate forum or a trash forum so that it doesn't spam off topic posts on threads.

Whats the need to take a debate into pm's, As long as its relevant to the subject a debate is healthy for the thread. Also it has been said quite a few times a debate thread isn't going to be implemented i don't know if this had changed.

I think debating within a topic is fine, as long as it has to do with the original topic (like para said),

But the majority of the time the debate goes off topic very quickly
