The suspect was a known felon with priors for attempted murder of LEOs, was not following verbal commands, and had shown that he was armed. If you are in an extremely tense situation, (which, based on what I wrote previously, it was) it is VERY difficult to shoot a target as small as someone's leg, even from "negligible" distances. LEOs are trained to eliminate the threat. This guy was undoubtedly a threat.
