I only had the hosting account attached to it. I never got full transfer rights as was implied in the original advertisement.

Do you still have access to the hosting account that has the domain? If so, request him to give you the money back and give him the account back.

I never had access to anything but the CPanel, never changed the password on it, nor paid for it. Why should I pay for something besides what I bought?

No point in banning him now, his account's been compromised, not by my doing.
