Perl can be compiled, truly compiled, where python 'compiled' is just a little speed-boost for the interpreter. (I think)

You're wrong.

As I said to the glorious misnar on XMPP, I view perl as lower level because you don't reply as much on global functions, sockets are less automated, and there's no GIL fucking with concurrency.

That doesnt make it lower level, just means that there are more libraries built in.
