Well, you can't say anything about their capabilities based on the damage done. Remember they don't get access to the stuff that can easily. And taking those to a public place undetected is also a problem.
So chances are they assembled some stuff nearby for the explosion. Does not rule out a terrorist attack imo.

No, but you can with absolute certainty state the level of the individual's capability based upon the material used (Black Gun Powder, ball bearings, and shrapnel related materials) which was a low grade, low yield, and low kinetic strike circumference, including how it was assembled and then implemented. That's first hand, direct information. Not an assumption based upon what someone thinks, not based upon opinion, nothing but the immediate facts.
The individual didn't have access to higher yield explosives because the individual has no connections to foreign groups required for it to be listed as an international incident.
Nor doe the individual have advanced knowledge required to assemble a higher yield, complex explosive.
The IED's were assembled from within a 1 mile living area, then transported to the site before the Boston Marathon officially started.

Recently a similar attack happened in the city I live in (Hyderabad). It was far from where I live, but nonetheless it was quite a buzz for a week.

A terrorist group took responsibility for it though. But look at the items used. Anything familiar?

The only thing familiar is the shrapnel elements.
In Hyderabad, Ammonium Nitrate was the primary explosive ingredient used, which produces a more powerfull blast radius collateral wise.
In Boston, the primary explosive was Black Powder, viz., Gunpowder (sulfur, charcoal, and potassium nitrate) comprising the ingredients for these two IED's.
Both were homemade in pressure cookers off site, then transported to the site's location before the starting of the marathon that was the target.
Ammonium Nitrate and Black Powder (gunpowder) are two differing yields of explosives. So yes, in this case, there are similarities such as the element of shrapnel, which even here contained ball bearings, BB shot, and nails were used as the element for shrapnel, which were in fact similar but not exact in Hyderabad.
Notwithstanding as well, the Hyderabad bombing used a more sophisticated means of igniting the IED there versus the simpler battery & timer ignition method (the individual -singular- concocted a most rudimentary ignition device) used by the perpetrator in Boston.

Fork sakes, I just read my reply. I sound like I'm on a board of inquiry making a statement to the Joint Chiefs Of Staff for crikey's sake!:nono:

Update @"Coder-san": Updated my comment above to reflect a line more in agreement with yours whilst carefully wording the two main differences both horrendous bombings.

Update #2: Two suspects, domestic, have been identified on security footage as having been responsible for dropping both payloads 12 minutes before the the occurence of the first bomb's detonation.
Confirmed.
Also keep in mind at the time of the first post, Intel. was still incoming after having been analysed to separate sources from media sources.
Will keep this information updated as permissible.

Update#3: Two suspects now identified as Chechnya immigrants Tamerlan and Dzhokhar Tsarnaev who've resided in America since 2001, are listed as American citizens, recently were identified by Boston police, who then engaged the police in a firefight that resulted in one of the brothers being shot dead (insert clap icon here) and the remaining brother running over the cadaver of his now confirmed deceased brother whilst making a decision to flee. I call this a tactical retreat in the field, though this particular individual literally fled in a panic as evidenced by running over the cadaver of his elder brother.
Not making it more than five blocks after abandoning a car-jacked Honda Civic, the remaining brother is believed to be residing in the vicinity nearby as local and federal law enforcement continue the manhunt for this secondary bomber.
Thus far both being listed as American citizens, formerly refugees from Chechnya, have been marked as domestically influenced to commit the bombings that to date resulted in the injuries of 176 bystanders and 3 dead. Both brothers (one still alive and fleeing) are known to have been self radicalized (infer this to mean self taught) with no confirmed international ties to known or unknown terrorist groups abroad.
Hence the labeling of domestically bred terrorists.
And alas, I'm homeward bound Monday Eastern Standard Time.
