Assuming It's not Infected nor a hardware Issue, do you have Filter Keys or Sticky Keys enabled?

Reading into reddit, one way to also fix this is by disabling fast startup in the battery settings.

Also try disabling touchscreen and see if that fixes the issue. If it does, you know the problem.
