Was the phone number the only recovery option on the account?

If so, depending on the email provider, once you've exhausted your options, you can fill out a recovery questionnaire which Is quite effective In gaining access to your account once again.

I can merge your old/new accounts together, but I need you to send me a PM from the other account.

If I read that correctly, he said he lost control of the email that account is linked to, and I'm guessing he doesn't remember his password, which is why he made the new account. Perhaps if he knows the email address the account was linked to that would be sufficient for you?
