I don't really understand why global warming is being brought into this? Global warming may not be entirely accurate but what is accurate is climate change, why does it matter if GW is the cause?
Back to the topic: I agree with some of the posts above. It is very highly unlikely. The country is already making plans for new methods of supplying energy and internet usage really isn't the biggest concern in the country nor is it the biggest consumer of power. I think this is another example of an expert going "If this unlikely event were to happen then these would be the consequences" followed by the media blowing it out of proportion and going "THIS IS DEFINITELY GOING TO HAPPEN."
