A VPN is good, but there is a LOT of debate on whether it is actually going to increase privacy or not when combined with Tor. Tor already disguises your internet traffic and encrypts it through onion relays, so your local law enforcement won't see it if you accidentally click something illegal. The exit node will see the traffic, but they will not know which node the request came from. It can't see the node that came before the one that last forwarded the request and the onion router sends the request through at least 3 nodes. Use a VPN if it makes you feel more secure, but I don't think it actually helps. That being said, most things on the actual darknet aren't actually that illegal. In my experience, the only actual interesting things on there is forums. A lot of it is onion mirrors for clearnet sites, like the Pirate Bay, Scihub, etc. There is definitely some illegal shit on there, but it isn't all that common or interesting. If you REALLY don't feel safe, I would just throw Tails on a USB, boot from that, and call it a day.
