It depends on the project, but for most things, I use Visual Studio Code. From now and then I use Visual Studio for debugging since there are just more tools available to do it efficiently like Application Insights, Diagnostic tools and more which to me is just a handy add-on.

Though code is getting more and more extensions that can do the job just as good.
