That's correct, but it's still just as much as an executable as any. I mean, what are the defining terms of a "true" executable? Does using a framework void it being one?

A "true" executable would be an executable with a standard PE header and native CPU instructions within it. Framework executables don't have native CPU instructions within them, so yeah, they would no longer be true executables.
