I'd be in favor of adding a terrorist class. Should terrorists only be able to attack Civil Protection?

Terrorist is fine, but refrain from giving them any explosives default. Its used to grief way too much. Give them some kind of gun, I guess. Also, they would need to announce an attack, to avoid rdm.
