Blocking TPB won't do anything. When TPB went down torrenting continued at the same rate. Using Tor or a VPN is not even necessary, with so many torrenting sites out there.
And besides, TPB went down and was blocked so many times, but it always went back up. No matter what countries do, people will always find a way to access these sites.
