Why do all Americans seem to think their president is somehow super powerful and controls all things government related?

First, not all Americans. I could make a very similar generalized statement saying "why do all foreigners think all American believe that their President is somehow all powerful...."

Secondly, he first rejects the bill and wanted to move against it, especially after that " war on terrorism is over" statement from him and his administration. But now he supports it and might even (by his inferences) want to extend it after its expiration (I believe) in 2015.
