No. What he did was advertise 1 month of a hosting account as a 3 year domain name. By definition, fraud and scam.
He gave you the shared hosting account with the domain attached. From my perspective, it seems more like this was a misunderstanding.
Yeah. I would TOTALLY pay $60 for a hosting account with a month of hosting.
Still, he didn't do business with the intention of scamming you and it seems like more of a misunderstanding. As owner of the site, I won't be intervening. It would be unfair to permanently ban him. Do you still have access to the hosting account that has the domain? If so, request him to give you the money back and give him the account back.
I never had access to anything but the CPanel, never changed the password on it, nor paid for it. Why should I pay for something besides what I bought?
No point in banning him now, his account's been compromised, not by my doing.
