Say for an example, someone from Australia is on this forum and hacks their government, does that now give them granted access to all Australian users being investigated without notice/consent for potential involvement?

Although an emergency authorization Is not (yet) clearly defined, I'd assume It falls under a probable cause to Investigate (In full) without needing a warrant. It's like making an arrest when there's reasonable grounds to do so - the police don't wait for a warrant to apprehend a murder suspect.
Ah, I understand. I think its a strange path they're going down especially after reading about what @ghostboy said about the potential requirement for all social media to have an ID attached. Australia is headed for zero privacy.
I believe there is good and bad that will come of this, potentially the fact that due to the restrictions it will force those who are affected to adapt and this means the 'industry' for privacy will evolve at a faster rate.
I honestly think we should be looking towards OPSEC, I know for a fact I could make improvements etc.
