One other thing I was curious about though, is if someone had the funds and made a group, would they be able to go straight to Tier 3 on day one by spending an extra $105 on tier upgrades, or would they have too proof their groups were a certain quality or something first?

I'm pretty sure Reverence paid the full thing all at once and got a complete tier 3 group.

There are no requirements for tier upgrades, although I can always deny you them.
