I look at a number of different things including time zone, age, activity, maturity, experience, etc.

I just take a look at their profile and evaluate their posts and whatnot. Checking their age, name and everything else .py said.

I would select a member for a Staff position based on their quality, experience and maturity.

When I run forums I look mainly on their forum stats. I know stats don't fully register a member's real image but still, it helps. From there, I read a few of their posts and see how they react to some members. And then I make my decision based on their past on my forum.
Sometimes I make fake accounts and ask for help on the user I'm thinking of promoting to see what their response is to some people who aren't upgraded, who are new, etc.

I check their age, maturity, how many correct reports they make, and various other things.
