Just an idea, I have not actually implemented or tested this but you can solve the proxy problem by integrating Cloud Flare with your website dns and Block Anonymous Proxy etc, Hence only legit IP Users will be allowed to access your site. Or you do do something with mod_cloudflare https://www.cloudflare.com/resources-downloads#mod_cloudflare

He seems to be okay with there being multiple submissions from proxies. This will merely increase his profit?
As for how to do it...
You might check out http://www.hotscripts.com/category/scripts/php/scripts-programs/polls-voting/ - check the features. I dont have any personal experience with any of these but one may have what you need. then its only a matter of getting hosting and installing it.
