Please Help - Website Concept

Hello HackCommunity users! I have an idea for a website, but I have no idea how to execute this idea. This request is for you website wizards out there.

I need to produce a website that will serve as a platform for a free item giveaway site. Users will enter their email addresses and all the email addresses will be recorded into a pool. At the end of the drawing period, I will select, or the site will automatically select, a random winner (and runner up winners in case the first winner does not respond to email.) The system needs to be able to limit submissions. Each email can only be used one time per drawing round, and each IP can only send one email. At the end of one drawing round, another item will be up for giveaway, and the system will have to reset and create another email pool.

I am requesting those with knowledge to simply point me in the right direction! Thank you in advance.
