I'm saying that this person had large enough resources to do a much better job at covering his tracks than simply rely on only TOR, one trick ponies don't make it far. Please, note the word "Only" meaning that it can INCLUDE TOR, just bunched up with more preventive measures. And sorry for my poor choice of words, but I'm surprised the message didn't get across anyways. I mean let's be honest, you can split open any browser you like, it won't give you immediate knowledge over everyone who uses it.
