Black hat is cool! You'll definitely enjoy it but seriously CCC in Germany is like nothing you've ever seen. I'd definitely recommend it and you wont regret it. It's like a whole new planet that place.
do you have a website for the one in Germany?
My IT skills that I know perfect is SQL, HTML ,css ,wordpress, PHP.
coding skills that I know is Java, JavaScript and C#

Check out all their talks. This year is 35C3 (35th year) Wallet.fail this year was particularly interesting. A LOT of really good quality talks. The mindset there is just unbelievable.

The Snowden revelation of NSA was shown here first before the rest of the world. Held a special announcement. In fact a lot of zero days, vulnerabilities etc. are revealed at ccc first since a lot of people have trouble getting into the US or fear of being aphrenhended like Marcus Hutchins, researcher who prevented wannacry from spreading further.
but I need the real site, please. Because so I can register for the conventions.

I went to Defcon 21 and it was a pretty good experience. I'd suggest it to others, if it's within their means. There are smaller conventions, but I'd suggest going to the larger ones if it's your first time.

Late reply. I thought about going to Black Hat, but it's more expensive/corporate. As for Defcon, there are a bunch of talks and villages that cover different areas of specialty. People are generally friendly/helpful, so it's a good place to learn. My favorite experience was the lockpicking village, as I learned how to pick locks with little/no prior experience. A nice guy had lent me a set of picks and I was able to get into a good portion of locks after a couple hours. In addition to the villages, there's also a vendor area where they sell some interesting stuff.
