So, we have 369 or so registered users, and I only usually see 10 or sometimes more online, why would people sign up if they're just going to be inactive?

Usually people just sign up, check out whats there see how the community is and such, and if there are decent threads they'd usually stay, if they don't see anything that interests them, then they leave.
Otherwise it was that they thought they'd be active in the first place, but now they're too busy to.

Some people probably sign up because they think it's interesting, then for some reason they're let down and they leave.

Most people join a forum because they see some interest on the forum(E.g The forum look, forum URL, Members, etc). If they don't find what they thought they would, then they leave.
I stayed because I just liked everything about the site :3

Like many have said they click the site view a couple threads, maybe think it was something else and leave or just not really knew what a forum was when they found an ad and signed up and never liked it.
