iPhone 4 IOS 7 Activation Lock (Help!) 09-14-2015, 03:06 AM

So doing some house cleaning, and in a drawer, I discovered a working iPhone 4. I have factory restored the device, and it is now asking me for a login to iCloud from the previous owner. (It appears to be my older sister's, she has an iPhone 5 now.) I'd rather not have to ask her to deactivate the device as she is stubborn, and will find some excuse for me to not use it. Is there any way to get the device into usable state? And not just the lock screen?
