I think there are pros and cons to this idea (many have already been outlined).
It's a great idea in one sense; knowledge in terms of healthcare can be shared online and, in theory, it would increase the healthcare quality in those countries, education resources would increase etc. Knowledge all together is the main gain for these people. However, how would it work exactly? There are places in the world where the government censor what people have access to. Also, in terms of scams, who will educate them on how to avoid getting scammed? It seems like it could backfire. Although, I'm sure there's more to this plan than what we have seen.
The UK (and other countries) have been giving countries in South Africa millions of pounds (/dollars) for 25+ years and it has had only some affects - not enough to turn the situations around in those countries. There's a lot of things that need to happen at once for things to really get better; education needs improving, technology, stable government, population control, less unemployment, better health, resources and so on.
Not sure how well this plan will do, but I'm interested to see what the results are.

Whether or not Zuckerberg is in it for the money, which seems unlikely as Facebook brings him more than enough, I think it's nice that he is doing something like this. Everyone is concerned with making money today instead of helping other people out, so it's good to see somebody trying to help.
