I just checked, indeed it works but only for few locales, maybe only English and Russian (?).
For all the other ones, the page is broken because of a JS error on https://send.exploit.in  :

Now that I've been able to download it, using the last link I've got a different scan result for one file :

I've navigated behind a VPN connecting to many different servers/countries and It's fine.

Perhaps an Intermittent Issue of some type, may be the cause.

Mothered, I said locale, not IP location !
Issue is still there, and I don't expect that it's gonna get fixed soon seeing what type of website it is

I understand that, and I've said that I have connected to many different countries without Issues- which may Incorporate a particular locale.
