Express and Private Internet Access are the best from what I heard and used.

Using PIA(Private Internet Access) and it has never failed me. Too bad they automatically change ports every few days. So i got CrypticVpn to portforward my rats. Whichever you choose just make sure they don't keep logs.

VPNs are not good for anonymity. It is impossible to know what they actually do with your data. They can say all they want: "We keep no logs, we give you 100% anonymity, we cannot comply with authorities because we do not have anything to give them," etc, without anybody being able to verify their statements. Since you are giving the VPN your data to give to the target server, and since the target server is giving your VPN its data to, in turn, give back to you, the VPN is the middleman here. Thus, this middleman can potentially tamper with the data (just as an ISP could). Just pointing that out.
VPNs are, however, good for security (in places such as coffee shops while using public Internet), and good for hiding things from your ISP (illegal downloading, etc.).
If you were, say, part of a major terrorist organization, and were using a VPN to conceal your doings, the authorities (NSA, FBI, CSIS, etc.) would figure out which VPN you were using, and they would contact the VPN provider (they would likely force the provider to start keeping logs on their service if they already were not, or specifically on you somehow). No matter what VPN services say, no VPN company is going to truly risk their business to protect anybody, especially a terrorist.
