You'll find them in places like Elance, Fiverr, Freelancer etc but without a solid portfolio it'll be hard to get clients at first

As stated above, Fiverr is very good when looking for clients.

With me being a user I can vouch this website for being legit and safe.  Along with all this, it comes with a great community always leaving feedback!
All you have to do is signup, post your "gig"(I believe it's called), wait for responses.

To find clients? That's a pretty unrewarding way if you ask me. I own a software engineering company in Seattle, WA, and I find quite a few short term clients by browsing CraigsList. I see a lot of people who are just looking for web pages done, so it might be worthwhile if you're in that business.

I would advise against freelancer. A couple of my employees go on there during their downtime and do jobs for pennies. It gives them something to do, and they're already being paid $30+/hr, so the money doesn't matter to them. If you go on those sites, the only way to win an auction is to do the work before you bid, set the delivery date to immediately, and then sell it for what would come out to <$1/hr of your time.

Yeah that's why I mentioned a lot of people go for the cheapest people. I actually used Freelancer in the past and unfortunately I was one of those that'd try get the cheapest guy, I paid like $20 + $10 tip for a simple WordPress theme that took about a day and he took my image and made it exactly the same. Although when I tried getting another project, people would put down low bids so you accept them, and then they pm you saying "Your price is a little low, can you give me more money" and end up being a time waster.
