Sure, you can change your account location or have someone do it for you for a few bucks. Argentinia and turkey works the best.

Why not just get a cracked version of the game instead and get it for free, less effort and free?

You can just buy games from g2a, eneba, hrkgame and make a ticket to support saying that the cd key was already activated. If that doesn't work just do a chargeback.

Steam has been banning people a lot recently for doing this.
