Yes, VPS 'front gun' servers are often used to launch exploits.
1. Pay for offshore VPS using anonymous BTC and fake registration details.
2. Load VPN onto VPS to further make exploit origin harder to trace, the launch exploit, and remotely reformat server. =)
I find that bulletproof VPS's are a lot more expensive than "regular" VPSs'. I guess as long as your aren't buying a VPS for exploits or botnets a non-bulletproof VPS should do just fine.
I reccomend using a VPS to launch an exploit. It can be any cheap Linux VPS offshore, good countries are Latvia, South Africa, etc. Just avoid the 14 eyes.
An Exploit can luanch in seconds or minutes, then once the exploit is successfull, data is exfiltrated or a long-term implant is installed, and the origional VPS destroyed and abandoned.
