The letter/message wasn't sent to LEA, he isn't legally responsible for misuse of 911, only threats.

Why not? Anyone with even basic computer skills and minimal resources can fake an infection. Make it a virus with a SOCK5 proxy, and you shouldn't have any problems with providing reasonable doubt.
