I think this is a great idea, I would be able to help a bit here and there depending on the topic.

- On what day and time should the newspaper be released?
Every week or every 2 weeks on Sunday. (Sunday newspaper)

- What topics do you want to see in the newspaper?
Stuff related to technology, but also on-site stuff such as maybe new graphics designs by members, eventually member interviews or marketplace stuff.
Or trending topics around Sinisterly.

- What should the newspaper look like (A SL thread, a feed, a webpage...)
A thread would be very nice, but design thread seperators and headings for each subject. [Example: Technology, World News, Graphics Design, Marketplace, Interviews]

You could also include top posters of the week to the newspaper as well. Looking forward to it!

True, but if no one starts, no one can join to collaborate. Would it be possible for you to send sometimes which updates are upcoming and other interesting SL info (updates, WAF change, policy changes...) so that could be added or rather not?

You're 100% correct. Unfortunately, with my many responsibilities and multiple time constraints, it isn't possible for me to run an additional usergroup. I already manage the website and help run Otaku/Prestige. I'd love to see someone else take the initiative, though. If I see a solemn effort being made, I'm quick to acknowledge.

I do fully agree and understand this. I wouldn't mind managing the group, if there is a group to manage. I'l setup some things soon and create a sample. I'll let you know when I have a proper plan of doing this.
