A refurbished ps4 is about $400, vs a refurbished ps3 which is around $150. (This prices may not be completely accurate you'll have to look into it).
Honestly, I would personally want a newer console, as they are going to be around for a while.
However at the moment, there are still plenty of new games compatible with the PS3. Ghost, GTA V, etc.
So it really depends on if you want to wait a little longer to get a ps4/xbox one.
(I haven't tested any of the newer consoles, you may want to look into them first.)

So far you would think the graphics in the ps4 would be a big difference but it isn't actually so I'd go a ps3 as they are still bringing the new games that ps4 have on ps3 too
