What does this actually do? Does it only work in Russia? Is it for Android or IOS?

I think you need to explain a little more about what it is and what it does. At the moment i am a little skeptical about downloading this even though you put a virus scan up.

The archive above contains a HTML page with a program that allow to spam or send smss pranks to any mobile number in russia. It isn't for Android or IOS. It works with all the phones connected to the carrier in russia that start with +7.
