Assuming you're talking about links where the OP wants people to be referred by him/her then no, but I do think that they need a mandatory non-refer link as well.
So a normal link and a refer link to possibly thank the OP for the contribution, assuming that's what you're talking about.

Yes. Almost all posts regarding anything about referrals are LQ and useless to everyone that falls in the pyramid scheme.

If referrals =/= scams, you should not ban them on the basis of referrals = scams because that's how it is MOST of the time.

Have a specific section for it maybe? A referral section. Anyone who just spams a referral link in other sections deserves a punishment.
