Good point.

Given TPM verifies the bootloader, In the OP's case, It may prevent the OS from booting. Probably best to first try disabling It altogether.

Secure Boot and TPM is off, still not working.

Have you tried creating a bootable USB using another tool other than Rufus, such as UNetbootin or Universal USB Installer?

It's certainly worth a try.

I feel like the Issue Is either the software used to create the bootable USB stick (Rufus), or the copy of the OS Itself - which may be corrupted.

Update: Have used the USB on an older laptop and it worked instantly and was ready to install.

This means it has something to do with my PC
