hello guys , i having some problem with my Paypal account from a week now ,

when i tried to sent a money to another account it showing this msg

This payment cannot be completed because your credit card has been declined by your credit card issuer. Please use a different credit card or complete this payment by adding funds to your PayPal balance using your bank account (it takes 2-3 days).

i called to my Bank and they says no problem from their side .
and there is enough money to send .
also now its like week ,

but i brought a item from Ebay and i successfully paid for it with Paypal connected .

but i can't send direct money from it .

do anyone have solution ?

Your best bet would be to contact paypal customer support.
Because it's some thing on their side (which means we won't be able to help you)
And tell them what's going on, and what not.

I had this problem with Sony. What i did was removed paypal from the scenes and made payment directly from my Credit Card. Also I think your country is like mine, they do not allow direct paypal usage for OUTGOING transactions.

If paypal is your only option then do what LoneDevil suggested, contact Paypal Support.

there is problem , as Sage said my country not allowed some facilities ,
so i made my account with country Malaysian (most of users now doing that here)
so if i contact Paypal , are they will ban me :S ?

anyway seems only choice is removing card and make new account with my country name ,

You should have made an account with a country outside Asia. Paypal's services are really bad in most part of Asia. Netherlands is good, my friend uses netherlands vpn with the paypal account and a VCC.

Anyways I think the problem is you stated Malaysia on the Paypal account and maybe there is a problem connecting your paypal account and credit card because of the fake info? Not really sure.

most of fiverr users and Ebay users using Fake info due to limits of my country,

again i called to bank and they said i have 33$ in my account :/ ,
again it should be 40$ and don't know what is the problem :/ ,
they said they have each record when some any payment give error . they notice i tried to sent 40$ and 30$ , and due to the not have balance it gives error ,
When i also checked sending 10 $ and 20$ , now they saying that payment error is not coming to their system ,

i feel like kid alone on large island without no support from anyone ,
