AniCast Lab is a new tool developed by Avex and a virtual reality development company, XVI Inc. This is a great tool for people such as virtual youtubers. They released a subtitled video where they discuss the tool and why they chose to develop it. You can somewhat see how it works in the demonstrations. It looks very interesting. I'm not sure how easy it would be to use off the bat, though.

Not from what I can tell. I believe it's a tool that allows you to literally create anime from scratch. You can create something like a character avatar which you control (a lot like virtual youtubers - See Kizuna AI on youtube). You can then manipulate the backdrop, lighting and any effects like wind etc on your character model. I'm not to what extent you could create full storyboards, but it's supposed to be a low cost way to produce anime shorts.
