I didn't want to provide any links because I only found media articles and they are often used to not tell the whole truth but I realized it's ok for a quick read to create a basic idea about the subject.
Basically they want to monitor our traffic and if something is posted that can be copyrighted (like an image from a movie) they can drop that. That is possible with the help of ISPs...
I think this will affect pretty much the internet and not just those from EU

Well of course they would, people by society's design have become self-efficient and what suits their interests in the modern society. So why not.

But it will have its backlash, not every state will agree due to people's response, and definitely not good for internet providers on perhaps a small scale, since people will be using vpn's or other type of network which will make it harder for network providers to provide relevant advertisements and collect data.
But it definitely wont be seen in good light by the public, and EU is very good at hiding large news as small news so it might not receive the coverage thats expected in the media, but any brain-bearing individual can understand the intent.
