I took the liberty of scanning this tool as well. So far it's looking like another infected tool. Specifically a RAT. I'm still waiting for the Hybrid Analysis to finish for the clearest results. I'll post the link below for everyone.

Edit - The file definitely is infected with a RAT. @mothered should really remove these downloads.
