What If the member legitimately forgot to provide the report, but the file Is clean and he/she Is Inactive only for a short period? We'd be removing links that're perfectly fine to begin with.
What good are rules when no one follows them?Should be 100% ban for intentionally violating these rules of conduct.

I trust @mothered and @Jiggly's judgement and generally we issue a permanent ban for any intentional violations. Some people repost/reshare, so I don't always treat every case the same.
Due to the nature of some of the files people upload, false positives exist and we recommend people exercise caution when executing files from any origin. If it sounds too good to be true, it probably is.
