Java would be client side as well. The applets are downloaded and run on the clients computer, not the server

I would say go with PHP. It's is far more used on websites, just take a look on the 30 biggest websites in the world. If you want to do some serious web development you will have to learn PHP.
For Java. Java isn't used as much as PHP. It is mainly used when creating games, secure applications etc.
So if you want to do some serious web development go with PHP it's a must these days and you won't get a web development job if you cannot write PHP code. I hope i have explained it well enough, otherwise let me know, and i will use a little more time telling you the differences and what the different languages are used for. I'd say go with PHP.
PHP is the most common server side script used these days. Its easy to implement and very interesting.
And as Deque said, to learn JavaEE, you need to know Java. But to know PHP, no such previous knowledge is required.
