While Hitler did kill and imprisoned millions of Jewish people based on race/faith, Joseph Stalin killed and imprisoned tens of millions of his own people by forcing them to farm food, selling it other countries, and letting his people starve. Those who failed to meet quotas were sent to slave work camps. Anyone who resisted were executed or arrested.

He desperately wanted the Soviet Union to catch up to the Western powers for fear of invasion (Soviets were using manpower for everything while the West had work using machines). He made a 5 year plan to catch up to the West and finished in 4 years. Millions died as a result.
