The information isn't even accurate. HTML and CSS are not a programming languages. Hackforums, okay, lol. Keyloggers, RATs, booters, etc. Not to mention, comments seem to date back to 2015. 
that is a good opinion. but it does say you need all aspect of learning IT skills that you need to understand the concepts.
