ACP > Templates & Style > Themes > Your Theme > Global.css > Advanced Stylesheet > Add this to the bottom:

Well I know Firefox doesn't support that, honestly the best bet is to customize a scrollbar in jQuery. But, however, it does work on Chrome.

I'd have already implemented it, if I still used Chrome. If enough Chrome users want it, I can. I still recommend Firefox.
