How To Get Static IP

Hey all, i want a big help :'(

i like to run gta sanandreas multiplayer server in my pc.. bt i have a dynamic ip. so i want to get static ip

is there any website to do this..

i want a full tut about that.. i gonna give +++++REP for him :thumbs:
