Though, It's testing your Internet connection and not the performance/latency of your PC. It should register a better speed than that.

In terms of the result on your cell phone, It's a pretty good Improvement.
My pc might has old hardware, maybe it has a max upload & download speed idk

Do you have nVidia drivers? Unusual I know. When I used my PC before my internet speed was odd like that, and it turned out that for some reason the nVidia drivers for my GPU were interfering with the download/upload speed. Fix was to uninstall them completely and reinstall.

Hmm have you tried using an Ethernet connection? It is awfully odd to have a higher upload speed I have only seen it when there’s been issues on a PC.

ethernet didn't change anything either

its fine, though, i can atleast work on heavier apps

It's a lot better than what you stated earlier.

I experience the same with my upload speed on my cell phone (different ISP to my home network). My download speed Is around 20 Mbps, and the upload Is 30-35 Mbps. There are a lot of possibilities for this- one of which Is downloads are more demanding than uploads, hence congested by too many users resulting In a slower speed.
