ive been able to run it on Windows 8.1, so i think it should work on Windows 10

I'd say you're correct with Windows 10.

not really, when posting an application, the author need to precise what OS are supported, Windows 10 wasn't out yet but Windows 8 was, i think the author most likely made the application under Windows 7
