I haven't seen the words "herp-derp" used in a complete sentence since...damn...a longtime.
Meanwhile, anybody care to catch me up as to exactly where we actually are with-in the thread?
Thus far I've gathered, in short form, "the APK file is not an actual Exe. file, which is common knowledge to the best of my remembrance...", thus concluding, as also is logical, that it is downloaded to a PC --or Linux laptop in my case-- where it can then be used for installing to the Android mobile in question for Rooting.

Edit: Gee, gosh, golly, I just re-read the entire thread and in conclusion, I conclude LightX & Perplexdd to be correct.

Hmmm I've rooted several phones in my time and not one of them has been done with an .exe alone. the usual method, especially with ICS and above involves flashing an insecure boot image to the phone and then exploiting that to gain root access I'd like to see proof of this working, especially as in my experience each phone is wildly different in the methods to achieve this, and each insecure boot image is vastly different also. It's true that back in the days of gingerbread there was a one touch method but even that didn't work on all devices

Just to clarify for the Reader in general:
Comments #9, #10, #11, and #13 are solely directed at the Author of the thread whilst apparently also seeking to clarify if an Exe. file was inferred as being the method of installing the APK file or if it is even possible seeing as how the link in aforementioned Author's download link is indeed an Exe. file.
To clarify mind you, to clarify.
Meanwhile, I'm downloading the Exe. file the Author has linked to as we speak as a matter of my own curiosity.

File is deprecated due to it being for the Android 2.3 series circa 2009.
Again, deprecated Executable which at that time certain rooting mechanisms were built to be installed onto a Windows operating system as a more "automated" means of rooting aforementioned Android mobile device.
Be that as it may, VirusTotal still indicates 4/45 with low percentage of probability.

It;s not working for every phone. There is another using adb fastboot method. That's simple and working for every android phone.
